Mr. Lowe is an associate at Adams Silva & McNally LLP. Mr. Lowe focuses his practice on the unique legal issues facing school districts, including employer-employee relations, employee disciplinary matters, layoffs, land acquisition and building construction, Special Education, Title IX, Title 5, the Ralph M. Brown Act, the California Public Records Act, and other state and federal laws. Mr. Lowe has represented school districts and community college districts in disputes with, investigations by, and matters before the Public Employment Relations Board, the Department of Education, the Community Colleges Chancellor’s Office, the EEOC, the Fair Employment and Housing Commission, and in arbitration.
Prior to joining the firm, Mr. Lowe served as an associate at an education law firm. He also worked at the Equal Employment Opportunity Commission and the San Diego City Attorney’s Office and clerked at San Diego Superior Court.
Mr. Lowe earned his Juris Doctor from the University of San Diego School of Law in May 2009. He earned his Bachelor of Arts from the University of Michigan in 2005, where he majored in Economics. During law school, he was the honored recipient of the Alec L. Cory award at commencement and was a founder and Articles Editor for the Journal on Climate and Energy Law and the school’s Equal Justice Works Coordinator.
